The Alliance of Community Health Plans has an opportunity to transform achp.org into a modern, highly usable digital policy platform that better reflects the sophistication and influence of ACHP's work.
AS Creative Services proposes a complete redesign and rebuild of the ACHP website combining strategy, user experience, custom visual design, WordPress development, content migration, search optimization, AI discoverability, training, and launch support.
The new website will be built in WordPress using Elementor as the underlying page-building framework. Elementor will provide ACHP staff with an intuitive and flexible editing experience, while the actual website design will be fully customized to ACHP's brand, audiences, content, and goals.
We are not proposing an off-the-shelf Elementor template or a generic theme implementation. AS Creative Services will create a custom look and feel, page layouts, design system, and reusable components specifically for ACHP. Elementor will provide the editing framework that allows those custom-designed components to be maintained and reused by ACHP staff after launch.
The result will be a modern website designed to work effectively for visitors, ACHP staff, traditional search engines, and emerging AI answer engines.

ACHP's website is an important communications and policy platform serving policymakers, member health plans, health policy professionals, media, partners, and other stakeholders.
The redesigned website needs to make ACHP's policy expertise easier to discover, understand, navigate, and share while providing staff with a much more flexible publishing platform.
The current estimate includes approximately 25–30 primary website pages and approximately 150–200 existing pages, posts, and resources for migration.
ACHP will lead substantive policy writing and content optimization. AS Creative Services will provide guidance on information architecture, content structure, semantic markup, page hierarchy, GEO/AEO best practices, and presentation.

We will begin by building upon the substantial work ACHP has already completed rather than repeating discovery unnecessarily.
ACHP's existing staff research, analytics, GEO baseline, content inventory, brand materials, and AI-generated design concepts will provide a strong starting point.

ACHP's AI-generated design concepts will be treated as directional creative briefs. They will help communicate internal preferences and ideas, but they will not be treated as finished technical designs.
AS Creative Services will evaluate and refine those concepts based on usability, navigation, content hierarchy, responsive behavior, brand consistency, performance, WordPress implementation, and long-term maintainability. We will actively make recommendations where a different UX or design approach would produce a stronger result.
Although Elementor will be used as the editing framework, the website itself will be designed specifically for ACHP. AS Creative Services will develop a custom visual system including:
The goal is for the finished website to look and feel distinctly like ACHP—not like an Elementor template.
The approved design direction will then be translated into a reusable Elementor component system.

AS Creative Services recommends rebuilding achp.org in WordPress with Elementor. This approach provides the balance ACHP is seeking between visual flexibility, performance, maintainability, and ease of use for non-technical staff.
The development environment will be carefully structured so that staff can create and update content while maintaining design consistency.
The site will be built so ACHP staff can perform routine content updates, create pages using approved components, and manage the site without requiring a developer for normal publishing activity.

AS Creative Services will migrate the content identified in ACHP's approved content inventory. Our estimate assumes approximately 25–30 primary website pages and 150–200 existing pages, posts, resources, and similar content records.
ACHP will be responsible for substantive policy writing, rewriting, fact checking, and final content approval. AS Creative Services will advise ACHP on how priority content should be structured to support readability, SEO, and GEO/AEO.
We recommend treating ACHP's two categories of PDFs differently. Comment letters, congressional letters, and formal correspondence should retain the original PDF as the official document of record. For identified priority documents, the website will provide an HTML landing page designed to make the underlying information more discoverable.
For selected policy positions and one-pagers, we recommend moving the primary experience into native website content rather than relying exclusively on the PDF. The project includes conversion of the mutually agreed document inventory established during discovery. Material increases in the number or complexity of documents following approval of that inventory would be evaluated as additional scope before work proceeds.

ACHP has identified improving AI discoverability as a central objective of the redesign. AS Creative Services will structure the site to support both traditional search optimization and emerging AI discovery.
ACHP will lead substantive rewriting and optimization of its policy content. AS Creative Services will provide guidance on structuring that content in ways that improve its ability to be understood and surfaced by search engines and AI answer systems.
No vendor can guarantee a specific organic search or AI ranking. Our responsibility is to provide ACHP with the strongest practical technical and structural foundation based on current best practices.

Accessibility for the redesigned ACHP website will be provided through AS Accessibility, AS Creative Services' dedicated website accessibility solution.
AS Accessibility provides a session-based design and user-interface adjustment tool that makes accessibility modifications based on a visitor's individual needs. The service also addresses back-end requirements for screen-reader and keyboard-navigation adjustments. According to AS Accessibility, the solution is designed to provide WCAG 2.1 AA compliance.
The AS Accessibility interface also provides adjustments intended to support users with a range of visual, motor, cognitive, and related accessibility needs.
AS Accessibility will serve as the accessibility solution for the website at launch and on an ongoing basis as ACHP staff continues adding and modifying content.

AS Creative Services will work with ACHP and its existing technology partners to integrate ACHP Connect into the new website experience. The objective will be to make movement between the public website and member environment as intuitive as the underlying systems permit.
Custom development required inside the re platform itself, beyond the available integration capabilities, would be reviewed with ACHP before proceeding.

The existing mafortomorrow.org microsite will be incorporated into the primary ACHP website. The objective is to make MA for Tomorrow part of ACHP's broader digital policy ecosystem while retaining the initiative's appropriate identity and emphasis.

ACHP will provide organization-specific photography, including staff photography, event images, and member-plan logos.
Where supplemental photography or stock imagery would improve the design, AS Creative Services will identify appropriate options for ACHP review and approval. Approved imagery will be licensed, cropped, retouched as appropriate, sized, compressed, and optimized for web delivery. Third-party stock licensing costs will be passed through at cost with ACHP approval.

Before launch, AS Creative Services will complete a structured quality-assurance process covering:
Accessibility capabilities and ongoing accessibility support will be provided through AS Accessibility as described in this proposal. The existing website will be archived before final production cutover.

The project includes training for ACHP staff responsible for managing the website.
Written documentation for routine website administration and editing will also be provided.

AS Creative Services is prepared to work toward ACHP's requested December 1, 2026 internal soft launch and January 2027 public launch. The schedule depends on maintaining the collaborative review and approval cadence outlined by ACHP.

AS Creative Services proposes a fixed project investment of $35,800. This pricing is based on the currently stated level of effort, including approximately 25–30 primary site pages and approximately 150–200 existing pages/posts/resources for migration.

The project will be invoiced according to mutually agreed project milestones. Any material work beyond the approved scope will be identified in advance and will not proceed without ACHP approval.
ACHP currently hosts achp.org through Flywheel and has indicated a preference to remain with Flywheel. We agree with that approach. There is no need to introduce the cost, complexity, or risk of a hosting migration unless technical discovery identifies a meaningful reason to do so. AS Creative Services can work with ACHP's existing Flywheel environment for development and launch.
If ACHP would like AS Creative Services to assume management of the hosting environment following launch, our standard managed hosting service is $1,188 annually. This includes routine hosting administration, environment management, backups, monitoring, SSL coordination, and hosting-related technical support. If ACHP prefers to continue managing and paying Flywheel directly, the site can remain in the existing ACHP-owned environment and this fee would not apply.
The project includes a 30-day post-launch warranty and support period covering reproducible issues directly related to the approved website implementation. During that period, AS Creative Services will correct implementation defects at no additional charge.
The project also includes 24 hours of AS Creative Services development and support time that may be used during the 12 months following launch. These hours may be used for WordPress assistance, Elementor support, minor website modifications, page enhancements, technical troubleshooting, integration adjustments, small component modifications, staff assistance, and technical consultation.
New applications, major functionality, significant integrations, or substantial changes to the approved site architecture may require a separate estimate rather than being deducted from support hours. Additional support and development can be purchased through AS Creative Services' standard prepaid development-hour model.

Chris will serve as ACHP's project and creative lead throughout the engagement. He will be responsible for guiding the overall website strategy, user experience, visual direction, client collaboration, design reviews, and coordination between ACHP and the AS Creative Services design and development teams. Chris will remain actively involved through discovery, creative development, implementation review, QA, and launch.
Kalrav will serve as lead developer for the ACHP website. He will be responsible for the WordPress and Elementor architecture, component development, responsive implementation, technical integrations, structured-data implementation, performance, testing, and deployment. Kalrav will work closely with Chris throughout the project to ensure that the approved creative direction is accurately translated into a responsive, maintainable WordPress experience.
Additional AS Creative Services specialists will support the project as needed across UX and visual design, front-end development, WordPress development, content migration, technical SEO/GEO, quality assurance, hosting and infrastructure, and AS Accessibility.

AS Creative Services has extensive experience designing and developing websites for associations, nonprofit organizations, professional societies, and organizations with complex content and stakeholder requirements.
AS Creative Services has supported the District of Columbia Hospital Association's digital presence, bringing an understanding of how a health-sector association needs to communicate policy, advocacy, organizational information, member resources, and timely industry content to multiple audiences.
The project is particularly relevant to ACHP because of the overlap between healthcare, association communications, policy audiences, and member engagement.
